இந்த நிலையில், கடந்த 2018-19-ம் ஆண்டு முதல் ரூ.2000 நோட்டுகளை அச்சிடுவது முழுவதுமாக நிறுத்தப்பட்டுவிட்டது. தற்போது புழக்கத்தில் உள்ள 89 சதவீத ரூ.2000 நோட்டுகள் கடந்த 2017 மார்ச் மாதத்துக்கு முன்பாக அச்சிடப்பட்டு வெளியிடப்பட்டவை ஆகும்.
எனவே, பொதுவெளியில் ரூ.2000 நோட்டுகளின் புழக்கம் என்பது தற்போதைய நிலையில் பெருமளவு குறைந்துவிட்டது.

பொதுமக்கள் தங்களிடம் உள்ள ரூ.2000 நோட்டுகளை மே 23-ம்தேதி முதல் வங்கிகளில் இதர மதிப்புடைய கரன்சிகளாக மாற்றிக் கொள்ளலாம். இதற்கு செப்.30-ம் தேதி வரை அவகாசம் வழங்கப்பட்டுள்ளது. அதற்கான சிறப்பு ஏற்பாடுகளை செய்ய வங்கிகளுக்கு அறிவுறுத்தப்பட்டுள்ளது.
வங்கிகளில் கூட்டம் கூடுவதை தடுக்கவும், வழக்கமான பணிகளைஅவர்கள் மேற்கொள்ள வசதியாகவும் ரூ.2000 நோட்டுகளை மாற்றிக்கொள்ள வரம்பு நிர்ணயிக்கப்பட்டுள்ளது.

Rs.2000 notes to be withdrawn – Reserve Bank of India notification

19th May 2023 CURRENT AFFAIRS TNPSC EXAM PORTAL IN TAMIL & ENGLISH PDF: Based on the decisions taken in the board meeting of RBI on November 8, 2016, Rs.500 and Rs.1000 notes which were in circulation at that time were withdrawn. Alternatively, the first new Rs.2000 notes were introduced on 2nd November 2016 to meet the demand for currencies in the economy. This action was taken under Section 24(1) of the RBI Act.
The Rs 2000 notes were then issued to ensure adequate availability of currency notes in other denominations in the economy. In this situation, the printing of Rs.2000 notes has been completely stopped from the last year 2018-19. 89 percent of Rs 2000 notes in circulation were printed and issued before March 2017.
Hence, the circulation of Rs.2000 notes in the public space has reduced drastically as of now. In this situation, the RBI has now come to the decision to withdraw Rs.2000 notes as other denominations of currency notes are sufficient to meet the demand of currency circulation. This decision has been taken on the basis of ‘clean note policy’.
Even if the withdrawal notification of Rs.2000 notes is issued, the notes will continue to be valid on legal grounds. The public can exchange their Rs 2000 notes into other currencies at banks from May 23. Time has been given till September 30 for this. Banks have been advised to make special arrangements for the same.
To prevent crowding in banks and to facilitate them to carry out their routine work, the limit for exchange of Rs.2000 notes has been fixed. Accordingly, an individual can exchange only Rs 20,000 worth of notes in banks per day. In this regard, guidelines have been published for all banks.

‘Water Technology Center in IIT Campus’ India – Israel Agreement

The main objective of the center is to ensure the implementation of the best of Israel’s technologies for Indian needs and to work on sustainable management solutions for the Indian water sector.

MoU signed for ‘River-based Circular Religious Tourism’ linking seven religious sites in Brahmaputra

This scheme within 12 months Rs. 45 crores investment will be completed. This circular ferry service from Hanuman Ghat to Usan Bazar completes the entire circuit in less than two hours.

Sea trials of the sixth Scorpion submarine Vaksheer begins

19th May 2023 CURRENT AFFAIRS TNPSC EXAM PORTAL IN TAMIL & ENGLISH PDF: Centre Introduces Ordinance on Control of Services in Delhi, Amending GNCTD Act The Union government has taken a significant step by issuing an ordinance to establish rules for the Government of National Capital Territory of Delhi (GNCTD) concerning various matters such as transfer postings, vigilance, and other incidental issues.
This move is aimed at amending the Government of National Capital Territory of Delhi Act, 1991 and effectively bypassing the Supreme Court judgment in the Centre vs Delhi case.
The Ministry of Law and Justice, in its notification, emphasized the need for a special administration scheme that balances both local and national democratic interests, considering the unique status of Delhi as the national capital.
This scheme aims to reflect the aspirations of the people through a joint and collective responsibility of the Government of India and the Government of National Capital Territory of Delhi (GNCTD).
The ordinance also establishes the “National Capital Civil Services Authority” in Delhi, consisting of the Chief Minister of Delhi, Chief Secretary, and Home Secretary of the Delhi government. This authority will now be responsible for making decisions regarding the transfer and posting of Group ‘A’ officers and DANICS officers serving in the Delhi government.
The notification highlights the intention to give effect to the provisions of Article 239AA, stating that a permanent authority led by the democratically elected Chief Minister of Delhi, along with the Chief Secretary of GNCTD and the Principal Secretary Home of GNCTD, will make recommendations to the Lieutenant Governor regarding transfer postings, vigilance, and other incidental matters.
It further emphasizes that this statutory provision aims to strike a balance between the interests of the nation and the Union Territory of Delhi in the administration of the capital, by giving meaningful expression to the democratic will of the people vested in both the Central Government and the GNCTD.
In cases of disagreement between the Lieutenant Governor and the Delhi government, the notification establishes that the Lieutenant Governor’s decision shall be final. The Lieutenant Governor can pass appropriate orders based on the recommendations received but may ask for relevant material and return the recommendation for reconsideration if there is a difference of opinion.
It is important to note that this ordinance comes shortly after a unanimous verdict by a Constitution bench of the Supreme Court, which affirmed that the Delhi government should have control over services, and the Lieutenant Governor is bound by its decisions.
The Supreme Court ruled that the Delhi government, like other states, represents a representative form of government, and any expansion of the Union’s power would contradict the constitutional scheme.
Prior to the issuance of the ordinance, Delhi Chief Minister Arvind Kejriwal expressed concerns about the central government potentially using an ordinance to overturn the Supreme Court ruling.
He stressed the importance of upholding the order of the Constitutional Bench and expressed hope that the government would follow it, as any attempt to undermine it would be a betrayal of the people of Delhi and the country.
The Supreme Court’s judgment highlighted that in a democratic form of government, the real power of administration must rest with the elected government. If elected governments are not given the power to control officers, the principle of the triple chain of accountability would be rendered ineffective. The court emphasized that officers should report to ministers and abide by their directions to ensure the principle of collective responsibility.
The Constitution bench, comprising Chief Justice of India DY Chandrachud and Justices MR Shah, Krishna Murari, Hima Kohli, and PS Narasimha, delivered the judgment on May 11, following its reservation on January 18 earlier this year. The power struggle between the Centre and the Delhi government has been a recurring issue since the Aam Aadmi Party (AAP) assumed power in 2014.
This case was referred to a constitution bench after a three-judge bench in May 2021 decided to elevate it to a larger bench at the request of the Central government.
