அதன்படி, திருநெல்வேலி மாவட்டம், பாளையங்கோட்டை வட்டம், குலவணிகர்புரம் கிராமம்,மேலப்பாளையம் ரெட்டியார்பட்டி மலைப்பகுதியில் தேசிய நெடுஞ்சாலையையொட்டி அமைந்துள்ள 5.276 எக்டேர் (13.02 ஏக்கர்) நிலப்பரப்பில் பொருநை அருங்காட்சியகம் அமைப்பதற்காக இடம் தேர்வு செய்யப்பட் டுள்ளது.
இதில், சுமார் 10 ஏக்கர் பரப்பளவு அருங்காட்சியக மேம்பாட்டுக்காக பயன்படுத்தப்படும். இந்நிலையில், 55,500 சதுர அடியில் ரூ.33.02 கோடி மதிப்பில் அமைக்கப்படும் பொருநை அருங்காட்சியகத்துக்கு முதல்வர் மு.க.ஸ்டாலின் காணொலி வாயிலாக அடிக்கல் நாட்டினார்.

CM Stalin lays foundation stone for World class Rs 33 crore Borunai Museum in Tirunelveli

18th May 2023 CURRENT AFFAIRS TNPSC EXAM PORTAL IN TAMIL & ENGLISH PDF:It was announced in September 2021 that the Borunai Museum will be set up in Tirunelveli with modern facilities based on the theme of ‘Borunai Civilization’ and the antiquities found at Adichanallur, the cradle of civilization of Tamil Nadu, Korkai, the port of Pandya in the Sangam era, and Shivs belonging to the Iron Age at one place. On the 9th in the Legislative Assembly, under Article 110, Chief Minister M.K. Stalin declared.
Accordingly, a site of 5.276 hectares (13.02 acres) has been selected for setting up the Borunai Museum in Tirunelveli District, Balayangottai Circle, Kulavanigarpuram Village, Melapalayam Redyarpatti Hills on the National Highway.
Of this, about 10 acres will be used for museum development. In this case, Chief Minister M.K.Stalin yesterday laid the foundation stone for Borunai Museum, which will be built at a cost of Rs.33.02 crore in 55,500 square feet.
The museum complex has 4 main sections planned namely Korkai, Sivalagi, Adichanallur and Administration Building. The structures reflect the vernacular architectural character of the region with courtyards, columns, corridors, etc. The facades are also planned to use elements of local arts and crafts.
On behalf of the Tamil Nadu Government Department of Archaeology, Prof. Ka. Rajan, Dr. V.P. The Chief Minister published a 2-volume book titled ‘Tamil Nadu Cultural Traditions – Pudukottai Vattaram’ co-authored by Yatheeskumar, Muthukumar and Pauldurai.
In the event, Council President M. Appavu, Ministers E. V. Velu, Thangam Tennarasu, R. S. Rajakannapan Chief Secretary V. Iraiyanpu, Department Secretary K. Manivasan, Director of Archeology S. Ra. Gandhi and others participated.

Arjun Ram Maghwal appointed as Union Law Minister

Kiran Rijuju, who appeared on a private television program last March, alleged that “retired judges are working against India”. He also alleged that sitting judges are more concerned about their own promotion. He has also consistently criticized the collegium system.

Union Minister Arjun Ram Maghwal from Rajasthan has been appointed as the Law Minister. Currently the Joint Minister for Parliamentary Affairs, he will also look after the responsibility of the Ministry of Law.
Also Union Minister of State for Law S.P. Singh Bagel has been transferred and appointed as Union Minister of State for Health.
On the advice of Prime Minister Modi, President Draupadi Murmu issued orders to this effect. Subsequently, Arjun Ram Maghwal took office immediately as Union Law Minister (Individual Charge).

Jallikattu Special Law is valid – Supreme Court Constitution Bench Verdict

In this case, the Tamil Nadu government brought the Animal Cruelty Prevention Act amendment to allow jallikattu competitions and bullock cart races. Similarly, in Karnataka and Maharashtra, legal amendments were brought to allow unhindered Kampala competitions with buffaloes and bullock cart races.
Against this, cases were filed in the Supreme Court on behalf of organizations including PETA and animal welfare activists. The hearing on these cases was held in a constitutional bench comprising Supreme Court Justices KM Joseph, Ajay Rastogi, Aniruddha Bose, Rishikesh Roy and CD Ravikumar.
In this case, the judges who ruled in this case yesterday said, “It is legal for the President to have given permission for the jallikattu competitions held traditionally in Tamil Nadu. Permission is given only after inspection by District Collectors.
The law provides for 3 years imprisonment and a fine of up to Rs 5 lakh for violators. Therefore, the legal amendments brought by the states of Tamil Nadu, Maharashtra and Karnataka will apply to Jallikattu, Kampala and cattle-cart racing. The authorities should ensure that these rules are strictly enforced.
Presenting a few photographs and incidents of casualties cannot lead to the conclusion that overall norms are being violated. No one uses weapons during jallikattu matches. That being the case, this game cannot be called a cruel game. There are also casualties in boxing and sword fights. Therefore, we cannot ban jallikattu, kampala and bullock cart races,” they said.

18th May 2023 CURRENT AFFAIRS TNPSC EXAM PORTAL IN TAMIL & ENGLISH PDF: Global temperatures are likely to surge to record levels in the next five years, fueled by heat-trapping greenhouse gases and a naturally occurring El Niño event, according to a new update issued by the World Meteorological Organization (WMO).
There is a 66% likelihood that the annual average near-surface global temperature between 2023 and 2027 will be more than 1.5°C above pre-industrial levels for at least one year. There is a 98% probability that at least one of the next five years, and the five-year period as a whole, will be the warmest on record.
“This report does not mean that we will permanently exceed the 1.5°C level specified in the Paris Agreement which refers to long-term warming over many years. However, WMO is sounding the alarm that we will breach the 1.5°C level on a temporary basis with increasing frequency,” said WMO Secretary-General Prof. Petteri Taalas.
“A warming El Niño is expected to develop in the coming months and this will combine with human-induced climate change to push global temperatures into uncharted territory,” he said. “This will have far-reaching repercussions for health, food security, water management and the environment. We need to be prepared,” said Prof. Taalas.
There is only a 32% chance that the five-year mean will exceed the 1.5°C threshold, according to the Global Annual to Decadal Climate Update produced by the United Kingdom’s Met Office, the WMO lead center for such predictions.
The chance of temporarily exceeding 1.5°C has risen steadily since 2015, when it was close to zero. For the years between 2017 and 2021, there was a 10% chance of excess.
“Global mean temperatures are predicted to continue increasing, moving us further and further away from the climate we are used to,” said Dr Leon Hermanson, a Met Office expert scientist who led the report.

Arctic warming is disproportionately high. Compared to the 1991-2020 average, the temperature anomaly is predicted to be more than three times as large as the global mean anomaly when averaged over the next five northern hemisphere extended winters.
Predicted precipitation patterns for the May to September 2023-2027 average, compared to the 1991-2020 average, suggest increased rainfall in the Sahel, northern Europe, Alaska and northern Siberia, and reduced rainfall for this season over the Amazon and parts of Australia.

Paris Agreement

The Paris Agreement sets long-term goals to guide all nations to substantially reduce global greenhouse gas emissions to limit the global temperature increase in this century to 2 °C while pursuing efforts to limit the increase even further to 1.5 °C, to avoid or reduce adverse impacts and related losses and damages.
The Intergovernmental Panel on Climate Change says that climate-related risks for natural and human systems are higher for global warming of 1.5 °C than at present, but lower than at 2 °C.
The new report was released ahead of the World Meteorological Congress (22 May to 2 June) which will discuss how to strengthen weather and climate services to support climate change adaptation.
Priorities for discussion at Congress include the ongoing Early Warnings for All initiative to protect people from increasingly extreme weather and a new Greenhouse Gas Monitoring Infrastructure to inform climate mitigation.
