இதனை ஊக்குவிப்பதற்காக, சென்னையில் தமிழ்நாடு தொழில்நுட்ப மையம் (TNT) அரசால் அமைக்கப்படும். மாநிலத்தின் பெரும் தொழில்நுட்ப சவால்களுக்குத் தீர்வு காணவும், வளர்ந்து வரும் தொழில்நுட்பங்களை செயல்படுத்துவதற்கான பணிகளை ஒருங்கிணைக்கவும் இந்த மையம் செயல்படும்” என்று அறிவிக்கப்பட்டது.
அதன்படி சென்னை, அண்ணா பல்கலைக்கழக வளாகத்தில் 54 கோடியே 61 லட்சம் ரூபாய் செலவில் அமைக்கப்பட்டுள்ள தமிழ்நாடு தொழில்நுட்ப (ITNT) மையத்தை தமிழ்நாடு முதலமைச்சர் ஸ்டாலின் காணொலிக் காட்சி வாயிலாக திறந்து வைத்தார்.
இம்மையம், புதுமைகளை (Innovations) ஒரு சேர அமைப்பதற்கேற்ற சூழ்நிலையை உருவாக்க ஒரு ஊக்கியாகச் செயல்பட்டு, உலகளவில் தமிழ்நாட்டை முதல் 10 இடங்களில் நிலைநிறுத்துவதை நோக்கமாகக் கொண்டது.

Urban India is increasingly adopting the principles of making ‘Wealth’ from waste with citizens actively refurbishing old items for reuse. This is giving an impetus to the overall zero-waste ecosystem under Swachh Bharat Mission-Urban 2.0.
The 3R’s form the backbone of ‘Waste to Wealth’ and has empowered many craftsmen, recyclers, Self Help Groups, entrepreneurs, startups, etc. to recycle waste into a host of products. Hon’ble Prime Minister Shri Narendra Modi’s Mission LiFE (Lifestyle for Environment) further encourages individual and collective action towards the same. Mission LiFE aims to protect and preserve the environment and bring about a pro-planet behavioural change that can be instilled through individual action in day-to-day life.
This nationwide campaign aims to highlight cities to setup ‘Reduce, Reuse, Recycle (RRR) Centres, one stop collection centres, for citizens to contribute clothes, shoes, old books, toys and used plastic to be reused or recycled.
This three-week campaign will strengthen citizen’s resolve under SBM-U 2.0 – to reduce, reuse and recycle – and will also champion Mission LiFE’s objective of taking collective action for the protection and conservation of the environment by adopting sustainable daily habits.

MNRE announces major reforms in the Approved List of Models and Manufactures for Solar Photovoltaic Modules

15th May 2023 CURRENT AFFAIRS TNPSC EXAM PORTAL IN TAMIL & ENGLISH PDF: “The Ministry of New & Renewable Energy (MNRE) has come up with a number of reforms in its ALMM mechanism for Solar Photovoltaic Modules. The reforms are primarily aimed at reducing cost to solar PV manufactures, time between application to enlistment as well as compliance burden and increasing ease of doing business in the whole ALMM process.

The major reforms include

Reduction in application fee by 80%.
Substantial reduction in inspection fee, with reduction in certain cases being as high as 70%.
Exemption from factory inspection in case of enlistment of additional models in ALMM which are similar to those already enlisted by the applicant, but having lower wattage.
Allowing the manufacturers to withdraw their applications prior to factory inspection, with refund of 90% of application fee.
Increase in ALMM enlistment validity from 2 years to 4 years.
Grant of provisional enlistment in ALMM within 7 days of receipt of BIS registration and time-limit of two months for factory enlistment and final enlistment, failing which deemed enlistment.
All future ALMM application to be accompanied by scanned copy of applications and processing of ALMM applications will start without waiting for the submission of hard copies, which can be submitted subsequently.
Introduction of following end-use category-wise minimum module efficiency thresholds for enlistment in ALMM – Utility/ Grid Scale Power Plants: 20.00%, Rooftop and Solar Pumping: 19.50% & Solar Lighting: 19.00%”

Background of ALMM

Since solar PV power installations are set up for a period of 25 years and solar PV cells and modules used in plants require long term warranty, it is desirable to ensure that such products are indeed made in units in which production has been claimed.
It is possible that some units may claim production of solar cells & modules produced or made elsewhere. The reliability of producer is essential to protect the consumer interests and ensure larger energy security of the Country.
Accordingly, the Ministry of New and Renewable Energy (MNRE) issued “Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirement for Compulsory Registration) Order, 2019” on 02.01.2019.
The ALMM Order states that ALMM shall consist of LIST-I, specifying models and manufacturers of Solar PV Modules and LIST-II, specifying models and manufacturers of Solar PV Cells. First ALMM List for solar PV modules was issued on 10.03.2021. ALMM List for solar PV cells has not yet been issued.
Only the models and manufacturers included in ALMM List-I (of solar PV modules) are eligible for use in Government Projects/ Government assisted Projects/ Projects under Government Schemes & Programmes/ Open Access / Net-Metering Projects, installed in the country, including Projects set up for sale of electricity to Government under the Guidelines issued by Central Government under section 63 of Electricity Act, 2003 and amendment thereof. The word “Government” includes Central Government, State Governments, Central Public Sector Enterprises, State Public Sector Enterprises and, Central and State Organizations / Autonomous bodies.
However, from 10.03.2023, the ALMM order has been kept in abeyance for one financial year, i.e. FY 2023-24. Thus, projects commissioned by 31.03.2024 will be exempted from the requirement of procuring solar PV modules from ALMM.
As on date, ALMM List consists of 91 no of module manufacturing facilities (all domestic) with their aggregate solar PV module manufacturing capacity of 22,389 MW per year.

Change in ICC Rules; Effective June 1

The Chief Minister inaugurated the new Tamil Nadu Technology Centre

The center aims to position Tamil Nadu among the top 10 globally to create an enabling environment for innovations. The center fosters deep-tech and emerging technology innovation and creates global linkages by setting up integrated high-tech prototyping and design facilities in the research and development of large corporations and academic institutions.
A first-of-its-kind technology hub in India, academic institutions will collaborate with startups, corporates and the government. As part of the inauguration ceremony of the centre. Guidelines are being issued in association with start-up companies.
The Ministry of Electronics and Information Technology of the Union Government has provided 50% of the fund for this project cost. Tamil Nadu Government has received 37% funding and 13% funding from industry. The Center is set up as a non-profit organization under the Department of Information Technology and Digital Services, Government of Tamil Nadu.
