MOOVALUR RAMAMIRTHAM SCHEME IN TAMIL: “மூவலூர் ராமாமிர்தம் அம்மையார் உயர்கல்வி உறுதித் திட்டம்” தமிழ்நாடு அரசின் சமூக நலத்துறை மற்றும் பெண்கள் அதிகாரமளித்தல் துறையால் தொடங்கப்பட்டது.
இந்த திட்டம் “புதுமை பென் திட்டம்” என்றும் அழைக்கப்படுகிறது மற்றும் அரசு பள்ளிகளில் இருந்து உயர்கல்வி நிறுவனங்களுக்கு பெண்களின் சேர்க்கை விகிதத்தை அதிகரிக்க தொடங்கப்பட்டது.

அரசுப் பள்ளிகளில் உயர்கல்வி பயிலும் பெண் மாணவர் சேர்க்கை விகிதம் மிகவும் குறைவாக உள்ளதால், பொருளாதாரத்தில் பின்தங்கிய குடும்பத்தைச் சேர்ந்த பெண்களின் உயர்கல்வியை ஊக்குவிக்கும் வகையில், “மூவலூர் ராமாமிர்தம் அம்மையார் திருமண உதவித் திட்டம்”, “மூவலூர் ராமாமிர்தம் அம்மையார் உயர்கல்வி உறுதித் திட்டமாக மாற்றப்படும். ”
புதுமைப்பெண் திட்டம் 2024
புதுமைப்பெண் திட்டம், இந்த ஆண்டு விரிவாக்கம் செய்யப்பட உள்ளது. இதுவரை, அரசு பள்ளியில் பயின்று கல்லூரி செல்லும் மாணவிகளுக்கு மாதம் ரூ.1,000 வழங்கப்பட்டு வந்த நிலையில், இனி அரசு உதவி பெறும் பள்ளியில் தமிழ் வழியில் பயின்று கல்லூரி செல்லும் மாணவிகளுக்கும் மாதம் ஆயிரம் ரூபாய் வழங்கப்பட உள்ளது. இந்த திட்டத்திற்காக, தற்போது ரூ.370 கோடி ரூபாய் வரை நிதி ஒதுக்கப்பட உள்ளது.

MOOVALUR RAMAMIRTHAM SCHEME IN TAMIL: பெண் மாணவர்களுக்கு நிதிப் பலன்களை வழங்குவதன் மூலம், இந்தத் திட்டம், இளவயது திருமணங்களின் அதிக நிகழ்வுகளைக் குறைத்தல் மற்றும் உயர்கல்வியில் சேர்வதில் குறைந்த விகிதத்தைக் குறைத்தல் மற்றும் உயர்கல்வியில் பெண் மாணவர்களைத் தக்கவைத்தல் ஆகியவற்றில் நடத்தை மாற்றத்தை பேச்சுவார்த்தை நடத்துகிறது.
எனவே, இத்திட்டம் குறிப்பாக அரசுப் பள்ளிகளில் தேர்ச்சி பெற்ற பெண் குழந்தைகளுக்கு அதிகாரம் அளிக்கும்.
பெண் மாணவர்களின் கல்வி நிலையை மேம்படுத்துகிறது மற்றும் உயர் கல்வியைத் தொடர ஊக்கமளிக்கிறது கூடுதல் செலவுகள் மற்றும் இடையூறுகள் இல்லாமல்.
பெண்கள் பொது இடங்களில் ஈடுபடவும், தொழில் வாய்ப்புகளை அதிகரிக்கவும் உதவுங்கள்.
பெண்களின் சமூக-பொருளாதார மேம்பாட்டை உறுதி செய்கிறது. மேல்நிலைப் படிப்பைத் தாண்டி இடைநிற்றலைத் தடுக்கிறது மற்றும் உயர்கல்வியில் தக்கவைப்பு விகிதத்தை அதிகரிக்கிறது.
பண ஊக்கத்தொகை அனைவருக்கும் நீட்டிக்கப்படுகிறது. அங்கீகரிக்கப்பட்ட நிறுவனங்கள்/கல்லூரிகள்/பல்கலைக்கழகங்களில் உயர்கல்வி படிக்கும் ஒரு குடும்பத்தில் உள்ள பெண் மாணவர்களின் எண்ணிக்கை. இத்திட்டத்தை திறம்பட செயல்படுத்துவதை கண்காணிக்க இத்திட்டத்திற்காக ஒரு தனி திட்ட மேலாண்மை பிரிவு (SPMU) நிறுவப்பட உள்ளது.

இந்தத் திட்டத்தின் கீழ் உதவித் தொகை நேரடியாக மாணவர்களின் வங்கிக் கணக்கில் செலுத்தப்படும்.

- பெண் மாணவர்கள் தங்கள் கல்வியை அங்கீகரிக்கப்பட்ட படிப்புகள் மற்றும் கல்லூரிகள்/பல்கலைக்கழகங்களில் தொடர வேண்டும்.
- உயர்கல்வியின் முதல் படிப்பு மட்டுமே தகுதியான காரணியாகக் கருதப்படும்.

MOOVALUR RAMAMIRTHAM SCHEME IN TAMIL: திட்டத்தை செயல்படுத்துவது தொடர்பான அனைத்து விஷயங்களையும் மதிப்பாய்வு செய்யவும் கண்காணிக்கவும் ஒருங்கிணைக்கவும் மாநில அளவிலான வழிகாட்டுதல் குழு அமைக்கப்படும்.
தலைமைச் செயலர் தலைமையிலான மாநில அளவிலான வழிநடத்தல் குழு ஆண்டுக்கு இரண்டு முறை (ஏசிஎஸ் / முதன்மைச் செயலர் மட்டத்தில்) கூடும். மாநில அளவிலான கண்காணிப்புக் குழுக்கள் (துறை எச்ஓடி) சமூக நல இயக்குநர் தலைமையில் அமைக்கப்படும்.

MOOVALUR RAMAMIRTHAM SCHEME IN ENGLISH: The scheme “Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme” was launched by the Department of Social Welfare & Women Empowerment, Government of Tamil Nadu.
This scheme is also called the “Pudhumai Penn Scheme” and has been launched to enhance the enrolment ratio of girls from Government schools to Higher Education Institutions.
The enrolment ratio of girl students from Government schools in higher education is very low and to promote higher education among girls belonging to economically weaker families, the “Moovalur Ramamirtham Ammaiyar Marriage Assistance scheme” shall be transformed as the “Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme”.
Salient Features of this scheme
MOOVALUR RAMAMIRTHAM SCHEME IN ENGLISH: By providing financial benefits to the girl students, this programme negotiates a behavioral change in the area of reduction in higher incidences of early marriage and a low ratio of enrolment in higher education, and retention of girl students in higher education.
Therefore, this scheme envisages the empowerment of girls specifically those who have passed out from Government schools.
Promotes girl students’ educational status and instills motivation to pursue higher education giving them a better foundation in both economic and social spheres including improving gender parity at higher levels.
Enables the creation and participation of skilled women workforce.Financial benefits enable girl children to pursue education without incurring additional expenses and hindrances.
Enable Girl Students to get involved in public spaces and enhance career opportunities.
Ensures Socio-Economic Empowerment of Women.Prevents dropouts beyond higher secondary and increases the retention ratio in higher education.
The cash incentive is extended to any number of girl students in a family pursuing higher education at recognized Institutions / Colleges / Universities.
A Separate Programme Management Unit (SPMU) for the scheme is to be established for monitoring the effective implementation of the scheme.
Benefits
MOOVALUR RAMAMIRTHAM SCHEME IN ENGLISH: All girl students who studied from Classes 6th to 12th in Government schools will be paid ₹1,000/- per month till the completion of their undergraduate degree, diploma, ITI, and any other recognized course.
The assistance amount under this scheme will be disbursed directly into the student’s Bank Account.
The students shall be eligible for this in addition to other scholarships.
Eligiblity
- MOOVALUR RAMAMIRTHAM SCHEME IN ENGLISH: The applicant should be residing in the state of Tamil Nadu.
- The applicant should be a student.
- The applicant should be a female to avail of benefits from this scheme.
- All girl students who studied from Classes 6th to 12th in Government schools of Tamil Nadu are eligible to apply under the scheme.
- The assistance can be extended to any number of girl students in a family pursuing higher education at recognized Institutions/Colleges/Universities.
- The girl students should pursue their education in recognized courses and colleges/universities.
- Only the first course of higher education will be considered as an eligible factor.
Steering / Monitoring / Committee
MOOVALUR RAMAMIRTHAM SCHEME IN ENGLISH: A State level Steering Committee will be constituted to review and monitor and coordinate all matters relating to the implementation of the scheme.
The State level Steering Committee headed by Chief Secretary will meet twice in a year (at ACS / Principal Secretary Level).
State Level Monitoring Committees (Department HODs) will be constituted under the Chairmanship of the Director of Social Welfare which will meet once in 3 months and coordinate with all line departments and report periodically to State Level Steering Committee
District Level Monitoring Committee will be constituted under the Chairmanship of District Collectors which will meet every month and review the progress on a monthly basis.
