நாங்குநேரியில் உள்ள அரசு பள்ளியில், பள்ளி மாணவர் மீது சக பள்ளி மாணவர்களே தாக்குதல் நடத்திய சம்பவத்தை தொடர்ந்து, தமிழகம் முழுவதும் பள்ளி, கல்லூரிகளில் ஜாதிய மோதல்களை தடுப்பதற்காக ஆய்வு செய்து அரசுக்கு பரிந்துரை அளிப்பதற்கு ஓய்வுபெற்ற உயர் நீதிமன்ற நீதிபதி சந்துரு தலைமையில் ஒரு நபர் குழுவை தமிழக அரசு கடந்த ஆண்டு ஆகஸ்ட் மாதம் அமைத்தது.
இந்த குழு பள்ளி, கல்லூரி மாணவர்களிடையே ஜாதி, இன உணர்வால் உருவாகும் வன்முறைகளை தவிர்ப்பது குறித்து ஆய்வு செய்து வந்தது.
பொதுமக்கள், கல்வியாளர்கள் என பல்வேறு தரப்பினரிடம் இருந்து கருத்துகளையும் கேட்டு அறிந்தனர். இந்நிலையில், தற்போது 610 பக்கங்கள் கொண்ட அறிக்கையை நேற்று சென்னை தலைமை செயலகத்தில் முதல்வர் மு.க.ஸ்டாலினிடம் ஓய்வுபெற்ற நீதிபதி சந்துரு சமர்ப்பித்தார்.
இதில், உடனடியாக செய்ய வேண்டியவை மற்றும் நீண்டகால செயல் திட்டங்கள் என இரண்டு விதமாக பரிந்துரைகள் அளிக்கப்பட்டுள்ளன. சந்துரு அளித்த முக்கிய பரிந்துரைகள்:
கள்ளர் மறுவாழ்வு மற்றும் ஆதி திராவிடர் நலன் என்று பள்ளி பெயர்களில் வரும் வார்த்தைகளை நீக்க நிர்வாக ரீதியாக உத்தரவு பிறப்பிக்க வேண்டும்.
அரசு பள்ளிகளுக்கு நன்கொடை கொடுப்பவர்கள் அல்லது நன்கொடை கொடுத்தவர்களின் ஜாதி பெயர்கள் பள்ளிகளில் எழுத்தப்பட்டால் அதை நீக்க வேண்டும்.
ஏற்கனவே செயல்பாட்டில் இருக்கும் தனியார் பள்ளிகளில் ஜாதி ரீதியிலான பள்ளி பெயர்கள் இருந்தால் அதையும் நீக்க வேண்டும், நீக்க தவறினால் அரசு நடவடிக்கை எடுக்க வேண்டும்.
ஜாதி ரீதியிலான பள்ளிகளை அந்தந்த ஜாதிக்கான அரசு துறைகள் நடத்தி வருவதை தவிர்த்து, பள்ளி கல்வி துறையின் கீழ் கொண்டு வர வேண்டும். உயர்நிலை பள்ளி மற்றும் மேல்நிலைப்பள்ளி ஆசிரியர்கள் குறிப்பிட்ட கால இடைவெளியில் பணியிடை மாற்றம் செய்ய வேண்டும். அந்த பகுதியில் உள்ள பெரும்பான்மை ஜாதியை சேர்ந்தவரை CEO, DEO, BEO மற்றும் தலைமை ஆசிரியராக நியமிக்க கூடாது
டி.ஆர்.பி மூலம் ஆசிரியர்களை தேர்வு செய்யும்போது, அவர்களது சமூக நீதி தொடர்பாக எண்ணங்களை பரிசீலிக்கப்பட்டு பணிக்கு தேர்வு செய்யும்போது அதை கருத்தில் கொள்ள வேண்டும்.

கல்வியாளர்கள் மற்றும் சமூக செயல்பாட்டாளர்கள் தலைமையில் சமூக நீதி கண்காணிப்பு குழு அமைத்து, அந்த குழுவானது பள்ளி பாடத்திட்டத்தில் சமூக பிரச்னைகள் தொடர்பாக சேர்ப்பதற்கு தகுந்த அறிவுறித்தல் வழங்க வேண்டும். பள்ளிகளில் மாணவர்களை ஆங்கில எழுத்துக்கள் வரிசையில் அமர வைக்க வேண்டும். மாணவர்களின் வருகை பதிவேட்டில் ஜாதிய பெயர்களை குறிப்பிடக்கூடாது.
ஆசிரியர்கள் நேரடியாகவோ, மறைமுகமாகவோ மாணவர்களை ஜாதிய பெயரை பயன்படுத்தி அழைக்கக்கூடாது. உதவித்தொகை தொடர்பான அறிவிப்புகளை வகுப்பறையில் பொதுவாக மாணவர்களுக்கு அறிவிக்க கூடாது.
தனிப்பட்ட முறையில் மாணவர்களை அழைத்து அது தொடர்பாக தெரிவிக்க வேண்டும். அனைத்து மாணவர்களும் நடத்தை விதிமுறைகளை சரியாக கடைபிடிப்பதை ஆசிரியர்கள் உறுதி செய்ய வேண்டும்.
மாணவர்கள் ஒரு குறிப்பிட்ட சமுதாயத்தை பிரதிபலிக்கும் வகையிலான கயிறுகளை கட்டக்கூடாது. மேலும், ஜாதி பெயர் அல்லது குறிப்பிட்ட சமுதாயத்தைக் குறிக்கும் வாசகங்கள் சைக்கிளில் ஒட்டியிருப்பதை அனுமதிக்கூடாது.
பள்ளிகளில் மொபைல் போன்களை பயன்படுத்த முழுவதுமாக தடை விதிக்க வேண்டும். அனைத்து பள்ளிகளிலும் 6ம் வகுப்பு முதல் 12ம் வகுப்பு வரை உள்ள மாணவர்களுக்கு கட்டாயம் அறநெறி வகுப்புகளை நடத்த வேண்டும்.
500 மாணவர்களுக்கு மேல் உள்ள பள்ளிகளில் ஒரு சமூக நல அலுவலரை நியமிக்க வேண்டும். பள்ளிகளில் போதை பொருள் பயன்பாடு, ராக்கிங் போன்ற பிரச்னைகளை அந்த அலுவலர் கண்காணிக்க பொறுப்பேற்க வேண்டும். மாணவர் மனசு என்ற குறை தீர்க்கும் வசதியை பள்ளிகளில் ஏற்படுத்த வேண்டும்.
பள்ளிகளில் சமூக நீதி மாணவர் படையை அமைக்க வேண்டும். பள்ளி சொத்துகளை கல்வி சாரா நிகழ்வுகளுக்கு பயன்படுத்த தடை விதிக்க வேண்டும் என்று நீதிபதி சந்துரு கூறியுள்ளார்.
ஜாதி பாகுபாட்டை ஒழிக்க பள்ளிகள் முதல் உயர்கல்வி நிறுவனங்கள் வரை அனைத்து மாணவர்களையும் கண்காணிக்கும் வகையில் தனிச் சட்டத்தை தமிழக அரசு இயற்ற வேண்டும். தொடக்கப்பள்ளிகள் மீதான முழு கட்டுப்பாட்டை உள்ளாட்சி அமைப்புகளுக்கு வழங்க வேண்டும்.
பணியாளர்களை நியமித்தல், பணியமர்த்துதல் மற்றும் நீக்குதல் உள்ளிட்ட பள்ளிகளின் மீது முழு கட்டுப்பாடு பஞ்சாயத்து யூனியன்களுக்கு இருக்க வேண்டும்.
கல்வி நிறுவனங்களின் பெயர்களில் ஜாதி பெயர்களை தடுக்க தமிழ்நாடு சங்கங்கள் பதிவுச் சட்டத்தில் திருத்தவும் மேற்கொள்ள வேண்டும்.

In August last year, the Tamil Nadu government set up a one-man committee headed by retired High Court judge Sanduru to investigate and make recommendations to the government to prevent caste conflicts in schools and colleges across Tamil Nadu following the incident of an attack on a student by fellow students in a government school in Nanguneri. This group was studying the prevention of caste-based and ethnic-based violence among school and college students.
They heard opinions from various parties like public and academics. In this case, retired Justice Sanduru submitted the 610-page report to Chief Minister M.K.Stalin yesterday at the Chennai Chief Secretariat. In this, two types of recommendations are given, i.e. immediate action and long-term action plans.
An administrative order should be issued to remove the words Kallar rehabilitation and Adi Dravidar welfare from the school names. Donors to government schools or caste names of donors written on schools should be removed. If the existing private schools have caste-based school names, they should also be removed, failing which the government should take action.
Caste-based schools should be brought under the School Education Department, excluding those run by the respective caste government departments.
High School and Secondary School teachers should be transferred at regular intervals. A member of the majority caste in that area should not be appointed as CEO, DEO, BEO and Headmaster
While recruiting teachers through DRP, their social justice concerns should be considered and considered for employment.
Awareness camp should be conducted for school and college teachers and staff on social issues, caste discrimination, laws related to sexual violence, sexual harassment, drug prevention, crimes against SC and ST. An expert committee should be set up to design the curriculum related to teacher training and the committee should review the curriculum at regular intervals.
A social justice monitoring committee headed by educators and social activists should be formed and the committee should provide appropriate guidance for inclusion of social issues in the school curriculum. Schools should seat students in alphabetical order. Caste names should not be mentioned in the attendance register of students.
Teachers should not directly or indirectly address students using caste names. Scholarship announcements should not normally be announced to students in the classroom. The students should be personally called and informed about the same. Teachers should ensure that all students follow the code of conduct properly.
Students should not make ropes that reflect a particular community. Also, no caste name or slogans denoting a particular community should be allowed to be affixed to the bicycle.
The use of mobile phones should be completely banned in schools. All schools should conduct compulsory morality classes for students from 6th to 12th standard.
A social welfare officer should be appointed in schools having more than 500 students. The officer should be responsible for monitoring the problems like drug use and ragging in schools.
A grievance redressal facility called student mind should be established in schools. Social justice student corps should be formed in schools. Justice Chanduru said that there should be a ban on using school property for non-academic events.
The Tamil Nadu government should enact a separate law to monitor all students from schools to higher education institutions to eliminate caste discrimination. Full control over primary schools should be given to local bodies.
Panchayat Unions should have complete control over schools including recruitment, hiring and firing of staff. The Tamil Nadu Societies Registration Act should also be amended to prevent caste names in the names of educational institutions. This is stated in the report.
