STEP SCHEME IN TAMIL: இந்திய அரசின் கீழ் ஒழுங்குபடுத்தப்படும் பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டுத் துறை (WCD), பெண்களுக்கான பயிற்சி மற்றும் வேலைவாய்ப்புத் திட்டத்தை (STEP) அறிமுகப்படுத்தியுள்ளது.

இந்தத் திட்டத்தின் கீழ், பயிற்சித் திட்டத்தை வழங்குவதற்கு நிறுவனங்கள் மற்றும் நிறுவனங்களுக்கு (என்ஜிஓக்கள் உட்பட) மானியங்கள் வழங்கப்படுகின்றன. இந்தக் கட்டுரையில், பெண்களுக்கான பயிற்சி மற்றும் வேலைவாய்ப்புத் திட்டத்தை (STEP) விரிவாகப் பார்க்கிறோம்.
திட்டத்தின் நோக்கங்கள்
STEP SCHEME IN TAMIL: STEP திட்டத்தின் நோக்கங்கள் கீழே கொடுக்கப்பட்டுள்ளன:
- பெண்களுக்கு வேலைவாய்ப்பை அளிக்கும் திறன் மேம்பாட்டில் பயிற்சி அளிக்க வேண்டும்.
- தரமான பயிற்சி மூலம் பெண்கள் சுயதொழில் செய்பவர்களாக அல்லது தொழில்முனைவோராக மாறுவதற்கு.
- இத்திட்டம் 16 வயது மற்றும் அதற்கு மேல் உள்ள பெண்களுக்கு இந்த சலுகைகளை வழங்க முயல்கிறது.
நிறுவனங்கள்/நிறுவனத்திற்கான தகுதி அளவுகோல்கள்
STEP SCHEME IN TAMIL: இந்தத் திட்டத்தின் கீழ் திட்டங்களைச் செயல்படுத்துவதற்கான நிறுவனங்கள்/நிறுவனங்களின் தகுதி அளவுகோல்கள் பின்வருமாறு:
- சங்கங்கள் பதிவுச் சட்டம், 1860 அல்லது இந்திய அறக்கட்டளைச் சட்டம், 1882 (இலாபத்திற்காக அல்ல) அல்லது பிற சட்டங்களின் கீழ் பதிவுசெய்யப்பட்ட நிறுவனங்கள் அல்லது நிறுவனங்கள்.
- சங்கங்கள் பதிவுச் சட்டம் அல்லது இந்திய அறக்கட்டளைச் சட்டத்தின் கீழ் பதிவுசெய்யப்பட்ட எந்த தன்னார்வ நிறுவனங்கள் அல்லது அரசு சாரா நிறுவனங்கள், STEP திட்டத்தின் நோக்கங்கள் தொடர்பான செயல்பாடுகளுக்கு உட்படுகின்றன.
- கூட்டுறவுச் சங்கச் சட்டத்தின் கீழ் பதிவு செய்யப்பட்ட எந்தக் கூட்டுறவுச் சங்கங்களும்.
திட்ட அமலாக்க முகமைகளின் தேர்வு
STEP SCHEME IN TAMIL: தொடங்குவதற்கு, சம்பந்தப்பட்ட நிறுவனம் NITI ஆயோக்கின் NGO-பார்ட்னர்ஷிப் போர்ட்டலில் சுயமாக அறிவிக்கப்பட்ட விவரங்களுடன் ஒரு விண்ணப்பத்தில் கையொப்பமிட்டு தனிப்பட்ட ஐடியைப் பெற வேண்டும்.
NGO மானியங்களுக்கு விண்ணப்பிக்கும் போது தனித்துவ ஐடியை கட்டாயமாக குறிப்பிட வேண்டும்.
தன்னார்வ தொண்டு நிறுவனங்கள் தங்கள் தரவுத்தளத்தை ஒவ்வொரு ஆண்டும் போர்ட்டலில் புதுப்பிக்க வேண்டும்.
இந்த அமைப்பு குறைந்தபட்சம் 3 வருடங்கள் இருந்திருக்க வேண்டும் மற்றும் கடந்த 3 ஆண்டுகளில் வேலைவாய்ப்பு மற்றும் தொழில்முனைவோர் தொடர்பான திறன்களை செயல்படுத்துவதற்கான நடவடிக்கைகளை மேற்கொண்டிருக்க வேண்டும். மேலும், நிறுவனம் குறைந்தபட்சம் முந்தைய 2 ஆண்டுகளுக்கு நல்ல நிதி ஆரோக்கியத்துடன் இருக்க வேண்டும்.

STEP SCHEME IN ENGLISH: The Department of Women and Child Development (WCD), which is regulated under the Government of India, has introduced the Support to Training and Employment Programme for Women (STEP) Scheme.
The scheme intends to provide training in skills development to ensure employment opportunities to women and enable them to become self-employed entrepreneurs. Under this scheme, grants are provided to institutions and organisations (including NGOs) to impart training programme. In this article, we look at the Support to Training and Employment Programme for Women (STEP) in detail.
Objectives of the Scheme
STEP SCHEME IN ENGLISH: The objectives of the STEP scheme are as given below:
- To provide training in skill development that provides employment to women.
- To enable women to become self-employed or entrepreneurs through quality training.
- The scheme seeks to provide these benefits to women who are aged 16 and above.
Eligibility Criteria for Institutions / Organisation
STEP SCHEME IN ENGLISH: The eligibility criteria of institutions/organisations for implementing projects under this scheme are as follows:
- Any Institutions or Organisations registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 (Not for Profit) or other statutes.
- Any Voluntary Organisations or Non-Government Organisations enrolled under the Societies Registration Act or Indian Trust Act, and which undergoes activities related to the objectives of the STEP scheme.
- Any co-operative Societies registered under the co-operative societies Act.
Selection of Project Implementing Agencies
STEP SCHEME IN ENGLISH: To start with, the concerned organization has to sign an application in the NGO-Partnership Portal of the NITI Aayog along with the self-declared details and obtain a Unique ID. The NGO should compulsorily specify the Unique ID at the time of applying for grants.
The NGOs should update their database in the Portal every year.
The organisation should have been in existence for a minimum of 3 years and must have carried out activities for implementing skills related to employment and entrepreneurship during the last 3 years. Also, the organisation should have had good financial health for at least the previous 2 years.
